you question is two-fold, and the first part may or maynot be relevent to what you are trying to achive.
use a dhcp server, and put the mac address of the other pc's on it wiht a list of ip address's, then it will assign the predefined ip to each machine.
now for cluster, and you being new to it, I would recomend you check out mosix, se link below
DHCP is always an easier way to manage IP addresses. Static also OK, since the number of computers is not really large.
